Question: Fostering a Nursing Dog?

So, I'm fostering a lovely little lady and her four pups! She had 7, but 2 passed away a few minutes after birth, and 1 had a cleft pallet and a cleft lip. The shelter took him from us and put him with another of their fosters that specializes in tube-feeding cleft lip/pallet pups. So, my questions . . . . Alright, so momma is on puppy food (dry & canned), and she always has water available to her. Fresh towels always as well. I take her out to do her business every 1 1/2 - 2 hours. A few hours ago, I noticed that a bit of blood was in her urine. Her pups are a week and 3 days old today. The night of and morning after her giving birth, she had the brown-greenish discharge, which the shelter said was perfectly normal. So eventually, she had smaller and smaller amounts coming out until it was just this little bile/phlegm-like brown substance that was coming out. Well, over the last few days, that small amount of discharge has become blood-colored. I fully plan on driving to the shelter in the morning, but I'm a little panicky right now, and I just want to make sure I'm making the right decision to wait instead of whisking her off to an emergency vet this instance. Also: I was told not to bathe her, for fear of agitating her teats or affecting her milk, but is there anyway at all that I can safely clean her? She hasn't had a bath since the shelter brought her in from animal control 2 weeks ago.
