Question: Keeping a cat in one room in my house, but allowing it outdoors almost every day (for hours at a time); is that fair on the little guy?

The important bits about my situation: My housemate no longer wants a cat in the house; which leaves me with the option to either not have a cat at all; OR keep it in my (large) room, and let it out of the house every day. I have lots of toys; and feeding toys for it; a High place for it to relax and watch over the room, and a cat bed in a corner on the floor; aswell as a litter tray; food; water and warmth. I'll realistically spend about 12 hours a day including night time, with it( 3-4 times a week); and about 3-4 hours a day in my room about 4 days a week. With it getting about 1-9 hours a day outdoors. I'm in a weird situation really; around 1 month ago, a really friendly cat appeared at our door, and I started to feed it and looked after it for 1 week; allowing it to sleep in my house over night, and then letting it out in the day time when I go to work (it returned every day for the week that I kept it). I convinced my housemates to let us keep it; but I needed to take it to the vets as it seemed to have a tooth problem. My housemate agreed that if it doesnt have an owner, I can keep it. It's been at the vets for over 3 weeks now and the owner hasnt come forward, and it is currently getting treatment on its teeth. They vet said I can adopt him when he's had the tooth extraction. and IM very excited to get him back. my housemate suddenly changed his mind P.s. I have a window and no cat flap in my room. so its stuck unless I let it out
