Question: My dog broke out of his harness and chased another dog. There were no injuries but the owner wants to report my dog.?

I have a 2 year old, 130 lb Saint Bernard. We were at the park yesterday in a fairly secluded barbecue spot. We had his rope tied to the tree, tied to the leash which is attached to his harness. Two guys walked by with their chihuahua and my dog broke the harness and charged. My dog did not touch their dog or them. Now they are trying to report my dog. We exchanged information and I have a recorded statement from them that their dog was not injured. Both dogs were on leashes. My dog is not aggressive. He's just a puppy and really big and intimidating. As soon as we see him get excited and perk up over another dog, we command him to sit and lay down and reward him when he does. However, this happened as I was already rewarding him for his behavior. It happened so fast and the harness just snapped in half. Do they have a case to report?
