Question: Why can't a pet store be humane? (seriously, is it impossible?)?

I've read many times the mantra that pet stores are evil, etc. I don't buy pets in a store myself, but that's because I prefer to have pets that have been socialized by kids at home so I search for free puppies/kitties in the newspaper. But what I do isn't really the point, why is it so hard for a pet store to be humane? Why couldn't they work with breeders to only "show" pups for short periods, and only use reputable sources, filled out with some space for shelter animals on display? I'm honestly not understanding the economics of puppy mills = stores. What about petsmart? They use shelter dogs/cats right? If they added some reputable purebreds, why would that be "wrong"? I honestly wonder.
