Question: Why did the ASPCA euthanize this dog?

I was watching animal cops last night and they rescued a dog with a severly imbedded collar. They did a months worth of surgies,bandage changes ect. And then said she was 'to aggressive' after she healed and was put to sleep. WHY would you put all that work into her and then kill her? Why not foster her to someone prepared to deal with her OR put her down the day you got her. Why spend a month working so hard and putting the dog through stress and pain just to kill her? Poor puppy :(
