Question: Persian cat question-stuff constantly stuck in both corners of his mouth?

My 7 year old orange Persian cat constantly has brownish/black clumps of hard, crusty, wettish feeling, very hard (and typically slimy-looking on the longer hairs) stuff that gets stuck in the hair on both outer corners of his mouth. In order to get it off I have to ultimately cut it out (getting as close to the skin as I possibly can)... He eats both canned and dry food daily, but I am just not completely convinced that it is simply wet cat food that builds up (mainly because it is much darker than any canned food I've ever fed to him). It seems like it is ALWAYS right back on there no matter how many times I remove it. If I was to attempt to remove it with a very warm, wet wash cloth it would take forever and still probably never completely come clean. it appears brownish on the wash cloth, but more of a blackish color when it's stuck on his face, and whenever I cut it out it comes off in clump-like pieces... If you happen to know what this could be, or why this happens, and/or how to clean it off or just prevent it all together PLEASE let me know! Thanks!!
