Question: My female Russian Tortoise won't eat?

I have two tortoises one male and one female both Russian tortoises they are both adults I have two lights in there UVB and basking light the basking temperature is about 95 to 100 and the rest of the area is about 75 through 85 . I usually feed them shredded carrots I also have timothy hay in there with them .the bedding is pine bedding . I got them just yesterday in the mail. The male eat's perfectly fine but the female doesn't want to eat. both of them sleep mostly the whole day. Burrowed in the pine bedding
