Question: Dog training?

I have this passion for dog training and I had the idea when my friend didn't want her outside dogs anymore. Would I be able to train them in my house for a month and adopt them out? Legally? I'm not saying having 30 dogs in my house at a time but one or two. That I either found on the road or someone doesn't want anymore. Would this be wrong to do. I would take them to vets, groomers, and get proper care they need. I talked to my mom about it, but she doesn't know how to get me started sense I'm under the age of 18. How do I get insurance for this, or permits. Or do you not need this for what I'm doing. And tips or what needs to be done would be great. Thanks
