Question: Fish tank question?

im going to be having a lot of smaller fish in my new 190l fish tank, do you think its a good idea to put a filter in that could cater for a 300L tank? I've read that small koi and small goldfish make a lot of mess. I'm going to have an air bubble long tube in there (dont know what they're called) and this new filter (for a 300L tank) in my 190L tank. Is this a good idea? Many thanks
