Question: How to teach my friends dog not to chase so much now that he learned its fun and can scare people or other dogs?

he learned it from ohter dogs charging up to him, and chasing cats. then he learned to chase because of his borther I think ., which is fine but some ppl freak out. is a dog park the best way to socialize. being aggressive breed I guess. but playful. adopted also. and no hes not a bad dog. just likes to run now and chase after things.
