I Really Need Help With My Zebra Finch?

Hi, So I bought a male zebra finch who was all alone in his cage from a pet store. He was very lonely, so I waited and waited until it came into stock and finally bought a lone female one as a companion. Carlos, the male one,was very, very happy, and he sang to her every day and they had batches and batches of eggs- none of which hatched. I was then told that Dahlia, his female companion, was too small and sick to keep eggs. She died soon after. I watched Carlos get sick and lonely for a long while, and I finally snapped and looked desperately for anything at all to help console him. I was told by a pet store owner and bird breeder that I could actually put a PAIR of females into his cage as opposed to just one, and it would be healthy for both parties. I decided to do that, and purchased Cassandra and Amelia. They were kept in the same cage for a while, and everything seemed perfect. Unfortunately, after three or four weeks, maybe five, I noticed Amelia losing feathers, around her neck. She looked pretty bad, and I got very worried, so I put her into a separate cage. I keep the cages side by side, they can see and hear each other at all times, but they can't touch each other. It's been like this for a week now. However, Amelia's been staying on the ground, even though there are two wooden perches, a stick of spray millet, and a water dish and food dish that are kept high up in the cage. This is all the same layout, only smaller, as the cage she was first introduced too, with Cassandra and Carlos. She's stayed down on the ground fora week or so now, and the terribly red and horrific looking ring of featherless area around her neck hasn't healed much. The few times I've seen her on the perches, she rubs her neck hard against the perch. She does have the ability to bathe in the water, as well. Also, usually when I open the cage to change water and food, the birds fly around wildly, but Amelia just sits there: I can actually sometimes stroke her feathers, whereas before this they've flitted from side to side of the cage until I've removed my hand. Please help! I'm very, very worried. What should I do? Is there anything I CAN do? What's happening?
