My bird will only come on my finger if i have millet?

I have taught one of my three birds to step up, but if I don't have millet, she will bite, and when ever I insert my hand in she thinks it is food, and when she sees i dont have any food, she will just freeze, at night when she is sleepy I can touch her feet, but otherwise its helpless
