Rats- Good Pets, Your Opinion?

I'm not hard to please, I like all animals. Over my life-time (I'm a young teen), I've owned five sugar gliders, four cats, four dogs, a leopard gecko, and many fish. Not too many different kinds, but I know how to manage high-maintenance pets, and ones that are big responsibilities. My mom had two rats when she was little, but she doesn't remember much about them, other than that they were cute and entertaining. I was hoping if you could give your opinions on whether two (at least) rats would be good for me? 1. I have a cat- but having a leopard gecko, I keep my cats out of my room whenever handling and/or opening the cage. 2. I am home-schooled, and am not usually busy other than occasionally on Wednesdays and Mondays. 3. I don't want to be spending more than 14$ on average a month given the fact I have no income. 4. I want a pet that will be cute and "cuddly", and won't mind being handled by me and my young cousins when supervised. 5. I can barely smell anything, so to me, odor really isn't a problem. But, my mom is sensitive to smell (take for example four intact male sugar gliders). How bad do rats smell if cared for properly? 6. Are vet visits inevitable- or if carefully purchased, can problems be avoided? 7. Are they, In your opinion, fun pets? Buying a pet, Ik, is NO light matter. I did four months of research before buying a leopard gecko, even despite having wanted one for a year and a half. I myself will do continuous research (as I already have been) on proper care of rats. Thanks in advance!
