Question: Dog whines when in open spaces?

So it's weird. When my dog is lose he whines but when he's confined he doesn't. Like once I let him loose in the basement. 5 mins later I hear him whining. I go down and he's in his cage. I close the cage and he stops and goes to sleep. I let him loose in my room and he whines unless I put him in the bathroom. I put him outside and he'll stay out long enough to do his business and then whine until I let him in. Just now I had him loose in the basement and he kept whining. I put him in my closet (walk in) with a gate and he's fine. I don't get it shouldn't he want more space
