How to wean a puppy without the mother ?

I recently got a German shepherd puppy, we were told we wound have him at the beginning of March but the owner became vile and got rid of him sooner, he's 5 weeks 4 days, he had already had three different foods (not by my hand) I am unsure on when he started eating solid food and if he had had the sufficient amount of milk from his mother, he has been checked over by vet and is perfectly healthy. I have purchased some milk substitute but the instructions are unclear, how many times a day should I be giving milk? I have also purchased some Purina beta for puppies which has water added to it to soften the food. Do I offer the food and milk or is it one or the other? I was hoping the owner would be more helpful but he failed. Any help given well be greatly appreciated! Thankyou
