Puppy needs help!! Anyone?

So i am caring for a relatives puppy and when we got her she smelled so horrible and i decided to wash her. so i gave her a bath and i found multiple problems. her stomach is bloated, but she is so skinny that its scary, she whines a LOT, her fur is so matted that we cant brush it out. She is a poddle by the way. She doesnt have enough energy for a 6 months old puppy, we tried brushing her out and cutting her fur but she isnt letting us touch her hip, we found WORM eggs in her matted fur and she is yelping a lot when we touch her thigh, we are thinking that she has a wound, she scoots her behind on the cement, she scratches a LO, she never saw a dog before.. and it seems as though she is mentally disabled...anyways i WOULD take her to the vet willingly and the groomer but the owner isnt letting us and she is out of the country, i need help! What should i do right now??? We bought a dewormer and flea control for puppies and it seems to be working but we need to fatten her up, how can we? Can anyone help?? Any help will be apreciated!! I know that the right thing to do is take her to the vet but i simply cant! She also drinks a lot and eats a lot but she is so skinny. ): She isnt very playful for a puppy, she scratches her behind and yelps.. Im doing this all for the puppy and not the stupid owner who let this pup suffer. @pitbull security: Trust me, I would do the same exact thing, but its impossible, unfortunately. I am also a dog lover and I would do anything whether its a stray or $2000 dog..But i can't. Partly because im only 16 and no one listens to me..
