need help with finger taming my bird?

I dont know what to do I want to get him out of his cage but he wont get on my finger.....he lets my finger touch his belly and I gently push on it like I have been told to do but he just jumps to the floor of his cage whenever I try also he doesnt really go crazy over spray millet like other birds ive seen...help? Its a budgie btw in case you needed to know
