A man has 14 horses on about 6 acres, some are his and the others rent boarding. He has one bare and 8 are in stalls in the barn and 5 are left out in the elements. I went by today and the 5 horses are standing by the barn wet and cold wanting in. I called the man 214) 235-9260,he said the horses like being out, but clearly they wanted in. It is 34 degrees and is suppose to freeze tonight. Is this legal? I can't imagine buying the property next to him and have to watch this neglect 24/7. This is in Cedar Hill, Tx. Need advice please!
