How to get my dogs from my ex?

Myself and my ex split one year and a half ago,he moved out and left me with our 2 dogs, we agreed until we got settled in our situations we would give the dogs to his mum to mind,She agreed as she lives in the country side with four dogs of her own. 2months went by and one of my dogs(both miniature poms) jumped out one of her windows and broke its leg,this is when the trouble started, his mother wanted me to pay the vet bill of 1200 for them,and kept telling me I was not getting them back until then. I became so sad as for four months of leaving them with her I was being selfish I will admitt however she then turned nasty and refused to give them back to me. I was heart broken as they meant everything to me, I could not find their micro chipped records until recently and vet costs. All in my name.Even when myself and my ex were living together for 3 years I was the only one paying for the pet insurance,vet costs and food. I met his mother after my dog had her surgery to try and work things out,she said she was stuck for money and things were bad and that she would need 800euro for everything,I told her I would go home and think about it and get back to her because at the time I had barely 2 pennies to my name as I was on horrible money in my job. She then that night turned around and text me demanding I pay 1200 or no dogs, I was devastated,my ex had being seeing our dogs when he was going home to his mothers home and never giving her money as he was in debt of 3000 and had no money when we split. I just want to know seen as i found all my micro chipped documents for them and vet cost insurance forms can I now get them back? Does anyone know how I would start this process.
