I always walk my dogs up thinks hill thing EVEYDAY twice a day morning/afternoon and night no matter the weather, and the hill we walk on shows into peoples back yards and there is always these two dogs out, one looks like a black lab and the other like a toy poodle (maybe?) and it gets like 20 degrees out at night and their still out we were walking in the snow and they were out with snow piled on the ground and they have 1 just 1 dig igloo with two blankets on top of it, there hasn't been one time I've been walking and they haven't been out, always out not matter what. I tired to call animal control and since they have water and shelter it's legal.. I guess..? How it that fair? it really grinds my gears like WHY would you even get a dog just to lock it outside all day everyday ? I mean I'm 99.9% sure if I was a dog is rather be in a pound where they at least semi care and will clean my poop and stuff.. Can anybody help me understand this? Or if you always leave your dog outside, why?
