Question: How can i get my dog to do what i tell him?

i have a lab and he is 2 years old and does not do what he is told we have used the training color but he forgets and when its off he no longer does what i say and when he is out of the house it gets worse so i tryed treats nope did not work he just does random things eyes on the treat i cant find anything that works is he hopeless or is there a way ps i want to show him thx so much
