My neighbor has a standard poodle. She keeps its fur in perfect condition (in that poodle cut) and seems to take care of it. The problem here is that she really hurts the dog. She uses a chocking collar (the collar that's like a chain with two loops on the end (other one going through the other one) and the chain chockes the dog when it's pulled). The dog isn't even pulling, but the owner corrects it. When there's a dog near the poodle, she pulls the leash so tight the dogs front paws actually lift up from the ground (this is not because she is pulling, the owner is pulling the dog up). Also while the owner does this, she slaps the dog several times on the side of its nose. It's clear the dog has no intention whatsoever to go meet the other dog (probably too afraid. Seems like this has been going on for quite a while now)That dog must be really in pain and afraid of its owner. How can I help it? I'm not close at all with this neighbor, since we just moved here. I barely never talk to her. Should I call somebody about this? I'm really conserned of the dog.
