Horse Bits,, Strengths?

Can anyone tell me the order weakest to strongest in horse bits.. I will be honest, my friend and i were talking about ways she could handle her 16hh horse who is build like a tank. She wants to up his bit but i do not think this is the correct way to go about it.She is currently using a bubble bit / dutch gag and thinks it an good idea to move to a hard rubber pelham.I am not a genius on bits ,i ride and drive my 3 horses in a butt egg snaffle.I was just wondering if she is skipping a few bits out or something or if she is choosing to hard of a bit.Personally i think there is other options ,however she is adamant about changing his bit. So basically my enquiry is more out of curiosity . I have searched google but i am not getting the answer i am craving .So roughly in order of weakest to strongest can any one answer please.
