Rehomed dog, won't stop temper peeing on everything?

Our boy Charlie we re-homed him at a year old from a lovely family who didn't have time for him they said he was house trained, when he first came to visit us he went straight outside and went toilet.. we have 3 other dogs 2 rescues, one since a pup.. who do not toilet in the house, Charlie now every morning pee's on every corner of my kitchen, i mop it up and cover it we got through to him with pooing.. although he will sometimes do it... he never asks to go out ever my other dogs like to wander but charlie i have to keep the door closed in the room i'm in to keep an eye on him so they're all stuck in one room which is irritating for everybody, charlie also pee's in a temper, i'e on the baby gate which separates us when im upstairs and if his water dish is empty which happened once the other week, i've tried positive treats when he goes out and waiting out with him and that's good but as soon as i turn my back he's peed everywhere again, he isn't neutered, we are considering that..it might be marking as he is always doing it in the garden.. i also caught him doing it in the bedroom our little dogs are allowed upstairs but i was watching him and he just peed on my bed so i put him downstairs on the hard floor,and intended to just let him bark himself out.. and he barked for hours so loud that my neighbors were banging the wall next door, so i had to do something .i tried putting him in his crate and he was even worse i accept that he is a re home and he has his issues but firm or kind he just acts up, grateful for any advice
