How to train my cat to use the litter box?

My cat almost never uses his litter box. We got him from a shelter when he was four months old. I don't know if that has anything to do with why he doesn't use his litter box. He mostly does his business outside when we let him out, but there are times when he can't go outside because of bad weather. So instead he goes in the house. He usually does it it the bathroom sink or shower. He has done this since we got him from the shelter when he was a kitten. How can we train him to use the litter box and stop going in the house? My cat is two years old now.
